State Duma settled down to PPP in healthcare

Evgenia Zusman, the partner in You & Partners, and Alexander Lykov, the lawyer, took part in the meeting of the working group of the State Duma Committee on Natural Resources, Property and Land Relations concerning “PPP in healthcare: success stories and growth area” on 13 November 2017 in the National Research University Higher School of Economics (HSE).

In her opening word, Evgenia Zusman as the co-moderator of this event highlighted the most important trends evolving in the field of implementing PPP projects, such as growing number of small and average PPP projects, expanded scope of PPP application, developing projects in the social sector with the quality of service being so meaningful for people, implementing a variety of concession projects in healthcare free of concession grantor payment, which is highly sensitive for PPP market in the context of the “Bashkir Case”.

The working group meeting was attended by representatives of the State Duma of the Russian Federation, RF Ministry of Health of the Russian Federation, Ministry of Economic Development of the Russian Federation, PPP Development Center, as well as by investors implementing PPP projects in healthcare (such as Phoenix LLC, MIG LLC) and experts.

The speakers dwelled on the following key issues of implementing PPP projects in healthcare sector:

  • enabling investors to apply the CHI (compulsory health insurance) funds gained upon rendering services for “statutory purposes” or at least expanding the segment for CHI funds expenditures;

  • the need for developing the institutional environment and inter-departmental cooperation in Russian regions;

  • the urgency of discussing the issue not just on constructing new healthcare facilities, but on renovation of the existing ones.

Further to the meeting of the working group, the suggestions will be elaborated on legislative improvement related to PPP in healthcare sector.
