The potential opportunities of applying PPP mechanisms for the digital economy was discussed in NCO Digital Economy

On August 3, 2018, You & Partners specialists, Evgenia Zusman and Alexander Lykov, participated in a meeting at NCO Digital Economy (Digital Economy Autonomous Non-Commercial Organization) on application of PPP mechanisms to finance the development of the digital economy.

The key purpose of the meeting was to discuss the collaborated efforts of business and the state on application of PPP mechanisms in the digital economy area.

The discussion was attended by the Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation, Ye. S. Polikurov, Deputy Head of the Information Technology Department of Moscow, A.V. Chukarin, head of the Smart City project office of Shvabe-Moscow LLC, P. V. Zhdanov, Managing Director of GR Department in Sberbank, I. M. Nurbekov, as well as other experts and representatives of business and governmental agencies.

In her speech, Evgenia Zusman summarized the experience of the infrastructure projects implemented in the IT sector, citing statistics on the number of such projects, the investment amount and the key players in this field. Evgenia also spoke on the basic investment models currently applicable in the IT sector and how the applicable models will change as the result of adoption of the latest amendments to 223-FZ and 115-FZ related to IT objects being included in the list of objects of concession agreements and PPP / MPP agreements.
