You & Partners participated in the MMGU advanced training program

On 5 December 2018, the Partner of You & Partners, Evgenia Zusman, acted as a speaker in the framework of the Advanced Training Program “Investment project management in the form of PPP”, organized by Moscow Metropolitan Governance University (MMGU).

Evgenia delivered a lecture on “Conclusion of a concession agreement and agreement on PPP / MPP as a private initiative. Competitive procedures.”

In her speech, Evgenia dwelled on various procedures for concluding agreements (tender procedures, making agreements without tendering) and compared the provisions of the Law 115-FZ “On Concession Agreements” and the Law 224-FZ “On public-private partnership...”. The lecture provided insight into the main stages and order of the tender procedures for concluding such agreements, basic requirements for the bidders and the judicial practice related to such issues. Evgenia gave particular attention to the private initiative procedures, according to which a private investor can independently initiate conclusion of a concession agreement and an agreement on PPP / MPP.

The greatest interest among the listeners was sparked in the practical aspects of structuring projects taking in the context of the legislative requirements on preparation of a private initiative.
