During the master class, representatives of federal and regional departments discussed the implementation of the national project "Digital Economy of the Russian Federation", including the issues of attracting extra-budgetary funding using PPP tools.
The partner of You & Partners, Yevgenia Zusman, moderated the master class "Investments and PPP in IT", and also made a presentation on the topic "Typical Issues in Structuring PPP Projects in the IT Sector". Based on her experience in supporting PPP projects, Yevgenia provided recommendations on structuring concession agreements or PPP agreements, spoke about the key issues of the participants in the PPP project negotiations, and possible negotiating positions of the parties. Yevgenia drew attention to the fact that during any negotiations, there are flexible negotiating positions and those positions on which each of the participants will insist harshly. The key issues for all categories of participants in the negotiations are guarantees of the fulfillment of the obligations of the parties, legal purity and stability of the transaction, payback and return on investment of the concessionaire/private partner, availability of budget co-financing.
