Yevgenia Zusman spoke at the Interdepartmental Conference "Financing the Healthcare System" ("Finzdrav 2018")

On December 18, 2018, the partner of You & Partners, Yevgenia Zusman, gave a master class on the topic “Experience in Implementing PPP Projects and Concession Projects in the Field of Medicine. Problems and Directions of Changes in PPP and Concession Laws" within the breakout session No. 4 of the Interdepartmental Conference "Financing of the Healthcare System"("Finzdrav 2018").
In her presentation, Yevgenia spoke about the current status of laws and practices in relation to public-private partnerships and concession agreements in the healthcare sector. Yevgenia noted that healthcare is a leader in the implementation of projects in the form of a concession in the social sphere, and the mechanism of a private concession initiative – PCI – is also popular in this area. In addition, the healthcare sector is one of the few areas of the economy in which not only concession agreements are implemented, but also PPP/MPP agreements under 224-FZ.
Yevgenia separately drew the attention of participants to an important amendment adopted in 2018 in relation to health facilities – Federal State-Funded Budgetary Public Health Facilities (FGBUZ) were given the opportunity to participate on the side of the public partner in relation to health facilities.
At the end of her speech, Yevgenia also mentioned the risks arising from the implementation of concession agreements and PPP/MPP agreements, such as the complexity of concluding agreements, the subject of which is the reconstruction of separate premises (not the entire property) or the absence of an investment component in the tariffs of compulsory health insurance.
