Evgenia Zusman speaks at International forum «EAEU: borderless investments»

The international forum «EAEU: borderless investments» was held in Minsk from September 30 to October 1. Evgenia Zusman delivered a presentation during the insider session on «Public-private partnership».

Evgenia outlined the key trends in the development of PPPs in Russia. Among the positive trends, she highlighted:

• A shift in focus from the quantity of projects to their quality.

• The development of a «single window» mechanism under the auspices of VEB.RF.

• The signing of the concession agreement for the construction of the Moscow-St. Petersburg high-speed rail line, Russia's largest concession project.

Negative trends include:

• The move towards standard forms for concession and PPP agreements.

• Controls over budgetary spending without well-considered mechanisms.

• Legal uncertainty regarding bank confirmation letters in privately-initiated projects.

• The concentration of functions within the «single window» without adequate resource provision.

• The high key rate of the Central Bank of the Russian Federation.

The session experts also discussed the application of standard concession and PPP agreement forms and the associated risks, shared recommendations for successful PPP project implementation, and addressed other current industry issues.
