Evgenia Zusman spoke at the Expert Session of the Analytical Center for the Government of the Russian Federation

25.09.2019 On September 25, 2019, a partner of You & Partners, Evgenia Zusman, took part in the Expert Session "Off-budget investments in the Digital Economy" of the Analytical Center for the Government of the Russian Federation (provides on-demand information analytics and expert support to the Government of the Russian Federation).

In her speech, Evgenia Zusman focused on the key problems in PPP in the IT field:

1. An IT object is not necessarily associated with the creation or renovation of real estate. The project can be aimed at the creation and operation of movable property. At the moment, there are difficulties in the correct registration of the transfer of rights to intellectual property objects.

2. PPP projects in IT - projects in a dynamically developing industry. It is impossible to establish what technologies will be in use in 5-10 years. At the same time, the operator is required to integrate his IT-system with the existing ones and those that will arise in the future.

3. There are problems of monetization of PPP projects in the IT field in terms of: 1) choosing a model for return on investment, 2) lack of banking products, 3) difficulties in assessing the value of intangible assets.

4. For the implementation of PPP projects in the IT field, there is no competence on the private side, namely, the majority of project teams with experience in implementing PPP projects in Russia have competencies related to the creation or reconstruction of real estate. Implementation of PPP projects in the IT sector requires additional skills and competencies.

5. There are no methodological materials for the implementation of PPP projects in the digital economy area.
