On 6 December 2018, You & Partners lawyers took part in the section “First steps: discuss project cases under development” at the IIDF (Internet Initiatives Development Fund) conference on structuring PPP projects.
The first case considered at the section was the PPP-project in IT called “Doctor in touch” of AstraZeneca, aimed at launching and piloting an IT solution to improve the quality of diagnostics and treatment and to provide better access to medical care. When discussing this case, the Partner of You & Partners, Evgenia Zusman focused attention on the separation of powers between the public and private parties, specifically when answering questions such as who should own the IT equipment and who should provide the maintenance and support to the facility. Evgenia also spoke on the specificity of operating the “state information system” (GIS) compared against conventional information systems.
You & Partners participated in the MMGU advanced training program
On 5 December 2018, the Partner of You & Partners, Evgenia Zusman, acted as a speaker in the framework of the Advanced Training Program “Investment project management in the form of PPP”, organized by Moscow Metropolitan Governance University (MMGU).
Evgenia delivered a lecture on “Conclusion of a concession agreement and agreement on PPP / MPP as a private initiative. Competitive procedures.”
Round table in the Federation Council on PPP in IT
On 30 November 2018, a round table was held in the Federation Council on “Public-private partnership in the area of information infrastructure development”. The experts who took part in the round table, expressed their views on how the market of PPP projects in the IT sector looks today, in which sectors such projects were and will be implemented, and what problems and limitations are faced by the parties to IT projects.
The participants of the round table included the representatives of regional governmental agencies responsible for IT development, along with investors, sponsors and expert community.
Lectures on PPP for "M-Logos"
On 6 November 2018, the Partner of You & Partners, Evgenia Zusman, delivered two lectures at M-Logos Law Institute on private initiative and on competitive procedures for concluding agreements under the Law on Concession Agreements and the PPP Law.
Evgenia praised the participants' performance level and noted that the participants were active in asking questions, demonstrating their motivation and interest in the topic, as well as practical experience in structuring PPP projects and concession projects.
Evgenia Zusman moderated a workshop on PPP in IT
On 26 October 2018, in the city of Sochi, within the framework of the 6th All-Russian Forum “A Look into the Digital Future”, HSE held a workshop on “Actual changes in the PPP legislation. New models for the implementation of investment IT projects as a tool for implementation of the RF Digital Economy program”.
The workshop consisted of a lecture module and an interactive element. The speakers were the expert practitioners in the field of structuring and implementing PPP projects, including representatives of Rostelecom PJSC, the Internet Initiatives Development Fund, Sberbank of Russia, the Association of Energy Service Companies – RAESCO, PricewaterhouseCoopers Consulting, and others.
Evgenia Zusman headed the Infrastructure Club work group on implementation of PPP projects in IT
The Federal Law of 29.06.2018 No. 173-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” adopted in summer 2018 made it possible to implement PPP and concession projects in the field of information technology and communications. It prompted the representatives of the leading IT companies and market experts to create a work group for promoting IT initiatives and facilitating the implementation of new PPP projects throughout the country.
Meeting in the Ministry of Health of the Russian Federation on PPP issues
On 4 September 2018, Partner of the company, Evgenia Zusman, took part in a joint meeting of the working groups of the Ministry of Health in the fields of "Regulatory and methodological support for development of PPP mechanisms in health care" and "Formation of public opinion and communication support of PPP in health care."
During the meeting, the discussers focused on the issues, which included amendments to the legislation on PPP and concessions, and also improving the institution of private initiative.
The potential opportunities of applying PPP mechanisms for the digital economy was discussed in NCO Digital Economy
On August 3, 2018, You & Partners specialists, Evgenia Zusman and Alexander Lykov, participated in a meeting at NCO Digital Economy (Digital Economy Autonomous Non-Commercial Organization) on application of PPP mechanisms to finance the development of the digital economy.
The key purpose of the meeting was to discuss the collaborated efforts of business and the state on application of PPP mechanisms in the digital economy area.

New EU standards of personal data protection
On 25 May 2018, the new General Data Protection Regulation (GDPR) (EU) came into effect. The Regulation has a significant impact on those entities processing and (or) transferring personal data of individuals inside the EU.The new regulation sets critical requirements related to data processing rules and procedure, which would include appointing an EU-based representative for contacting the compliance monitoring authorities by the companies registered outside the EU, yet processing the data of individuals within the EU.

A remarkable judgment delivered on concession agreement in 2017 clearly is judgment on so-called “Bashkir Case”. This judgment instigated a new round of discussion and drafting by executive governmental authorities of new amendments to concession and PPP legislation.
