Summit for leaders on infrastructure project market (Infrasummit)
19.12.2017On 15 December 2017, the first Infrasummit took place in Moscow drawing the leading companies on the infrastructure project market. In its agenda, the most interesting and burning infrastructure-related issues were covered, such as market trend and developments, court practice on concession projects, ratings, infrastructure project lessons and mistakes, financing PPP projects in IT.
Evgenia Zusman, Partner in You & Partners, moderated the focus group on “PPP in IT: no money or no projects?”
In her lead in Evgenia mentioned that there are currently 22 IT projects in progress in Russia with investment totaling to 39 trillion Rubles. Most projects remain at the investment and operation stages. The majority of such projects is implemented in the Nizhny Novgorod, Moscow and Ryazan Regions. The investor embracing the greatest body of the projects (13 projects) is PAO Rostelecom. The key economy sector where IT projects are generally implemented is the transport sector. During the round table, the scene was given to the speakers from financiers and development institutions (Bank for Development and Foreign Economic Affairs (VEB), Eurasian Development Bank (EDB)), Internet Initiatives Development Fund (IIDF), PAO Rostelecom and experts. The most challenging issue was the problem of adapting traditional financing instruments to non-megaproject needs.
Evgenia brought the focus group to the close with 5 main conclusions, namely:
- We have the money
- We have the projects, too
- The Summit motto is “It is infrastructure what brings us together”. IT-infrastructure is the infrastructure that brings together all other kinds of infrastructure
- Financiers has their own perspective of the project structure and their own demands, while the investor and public party have it of their own
- What should be done to ensure development and expansion of IT projects? Narrow the distance between the approaches
