You & Partners associate participated as speakers at the Second Patient-Centered Innovation Forum "Patient Community for New Medicine"
28.09.2021Victoria Tugolukova, You & Partners’ associate, acted as a speaker in the expert session "Development and registration of innovative medicines" of the II Forum of patient-oriented innovations "Patient community for new medicine".
Victoria discussed the application of offset contracts in the sphere of innovation. In her speech, Victoria highlighted some problems based on the company's experience of supporting similar projects.
Problems on the private side of the offset contract:
- ambiguity in the concept of "technological connection" when combining multiple lots within an offset contract;
- the impossibility of concluding an offset contract simultaneously for the supply of goods and the provision of services related to the goods.
Problems on the public side of the offset contract:
- lack of a statutory requirement to begin the delivery of goods after the completion of the investment phase;
- lack of legislative criteria and requirements for investments when using the offset contract.
Forum participants included representatives of federal authorities: the Federation Council, the State Duma, the Ministry of Health, the Ministry of Industry and Trade, the Federal Antimonopoly Service, the Federal Health Supervision Service. Also representatives of pharmaceutical industry (e.g. Sanofi, R-PHARM, ROCHE, BIOCAD, Pfizer, etc.).
The purpose of this forum was to discuss issues related to the availability of innovative medical technologies and medicines, the formation of a road map for the improvement of accessibility of innovative medical technologies and medicines.
