You & Partners has become a partner of the Summit of Infrastructure Project Market Leaders (InfraSummit)
12.12.2018On 11 December 2018, the annual Summit of Infrastructure Project Market Leaders (InfraSummit) took place, with You & Partners as one of the partners of the event.
As part of the InfraSummit, the Partner of You & Partners Evgenia Zusman, together with the Director General of the RAESCO Association (Association of Energy Service Companies), Alexey Tulikov, held an open meeting of the work group on implementation of the projects within the IT Infrastructure Club.
The main theme of the open meeting was the presentation of the results of the study “Assessment of the prospects for implementing PPP and concession projects in the field of information technology and communications”, initiated by You & Partners and Hyperion strategic group. The authors of that study set out a challenge to develop comprehensible methodological material on PPP and concession projects implemented in the IT sector, for which the relevant legislation was studied and described, the main risks arising from the implementation of such projects were classified, the sequence of steps was specified for launching launch a PPP or a concession project in IT field. In addition, the study gives the coverage of the existing investment models for implementing IT projects prior to adoption of the Federal Law No. 173-FZ dated 29.06.2018 “On Amendments to Certain Legislative Acts of the Russian Federation” and predictions on the market changes due to enactment of that federal law. The study also contains a view on the problems of implementing PPP and concession projects in the field of IT, formulated according to the results of a nationwide survey, as well as a description of the regional proposals to change PPP and concession legislation.
In the first six months of 2019, the second part of the study will be published upon completion of the survey of the regions and private business on structuring PPP projects and concession projects in the IT sector.
In addition to presentation of the study, the discussers also focused on the idea of introducing a ranking of RF regions with respect to their digitalizing development levels and key areas for adjusting the legislation related to implementing the concession and PPP projects in IT and communications.
The discussion was attended by the representatives of IIDF, banking (Sberbank of Russia, Gazprombank JSC), businesses (LANIT, BARS Group, POLYPLASTIC Group), and law firms (Squire Patton Boggs, Dentons).You & Partners Press Service
