In her speech, Evgenia spoke about such problems (challenges) of offset contacts as the lack of one customer on whom budgets and needs would be consolidated, the difficulty of procurement centralizing, misunderstanding of the nuances associated with the price formula of an offset contract, low uptake of this investment tool by regions and investors, as well as possible solutions to such problems.
