Information and communication risks - a blind zone of infrastructure projects

Information and communication risks are the new reality of project finance. These risks are measurable, predictable and there are methods to mitigate and minimize them.

As part of the Study, the concept of information and communication risks is introduced for the first time, their classification is proposed and examples of projects in which Information and communication risks arose are indicated.

The authors of the Study analyze the existing concession agreements and give practical recommendations on the distribution of ICR in the texts of concession and PPP agreements.

The purpose of the Study was not only to draw attention to the information and communication risks, but also to prove that it is necessary to work with these risks. The underestimation of the information and communication risks provoke further risks: financial risks, risks of non-compliance with the project schedule, risks of inability to implement the project, and so on. For this reason, a separate block of the Study is devoted to the management of information and communication risks, including identification, assessment of the probability of occurrence and the distribution of responsibility between partners in the implementation of the infrastructure project.
