HSE University and You & Partners Summarise Results of Roundtable on Data in PPP

05.06.2026

A key roundtable for infrastructure market professionals, “Data for Investment Decisions: Assessing Demand, Risks, and Project Sustainability,” took place at HSE University. The event was organised by HSE University and You & Partners.

The event brought together participants from over 30 Russian regions – from Kaliningrad to the Far East – on a single platform. In a hybrid format (in‑person attendance and videoconference connection), representatives from federal and regional authorities, major banks, infrastructure holdings, concessionaires, specialised agencies, and the expert community took part in the discussion.

The roundtable featured a substantive professional dialogue, with participants showing high engagement. Experts delivered detailed comments, raised challenging questions, and shared practical experience in implementing concession projects. Particular attention was paid to the social impact of transport concessions and its effect on the long‑term sustainability of projects, which sparked a lively exchange of views among all session participants.

The event confirmed the strong demand from the professional community for high‑quality analytics and verified data when preparing concession and PPP initiatives.

Opening the roundtable, A.B. Zhulin, Director of the Institute of Public Administration and Municipal Governance at HSE University, emphasised:

“In times of turbulence, the demand for analytics multiplies exponentially. It is crucial to understand the methodologies used for market analysis and financial modelling. It is important to discuss this in practical terms with experienced colleagues who have gathered here today.”

E. Zusman, Managing Partner of You & Partners, noted:

“Regulatory changes over the past two years have been very significant. The efficiency assessment for PPP projects is changing – VEB.RF is now involved, and the Ministry of Economic Development is set to introduce efficiency assessments for all concession agreements, with the assumption that the lower the project level, the more review stages it will have to go through.”

During the event, we decided to support the “Big Change” Foundation for Orphans. A charity fundraiser in support of educational accessibility for children with experience of orphanhood will remain open throughout June. Join the fundraiser.

We thank HSE University for co‑organising the event, all speakers for their deep expertise, participants from more than 30 regions for their keen interest and engagement, and the “Big Change” Foundation for the opportunity to combine professional discussion with charity.

The organisers are confident that development, new knowledge, discussion platforms, and partnership among all market participants are essential for establishing high standards and advancing the PPP market in Russia.
