A bill amending the Russian Constitution has been submitted to the State Duma. In particular, Russian citizens are guaranteed minimum wages exceeding subsistence rates, and a regular indexation of pensions. It is specified that candidates for the posts of heads of federal defense and law enforcement agencies, as well as prosecutors, shall be appointed after consultations with the Council of the Federation.

The President of the Russian Federation is going to be empowered to submit proposals to the Council to remove constitutional, supreme, appeal and cassation court judges, including cases where they have committed misdemeanours defaming the judiciary as an institute.

It is also established that local self-government bodies and other authorities are part of the unitarian system of public authority in the Russian Federation.
