Victoria Tugolukova, associate of You & Partners, performed as a speaker in a PPP training program for representatives of local governments

Associate of You & Partners, Victoria Tugolukova, became one of the speakers of the PPP training program for representatives of local governments of the constituent entities of the Russian Federation on the topic “Application of PPP mechanisms for the development of infrastructure in the field of outdoor lighting”.

The program is organized by the National PPP Center. More than 100 students from various cities of the Russian Federation took part in the program.

In her speech, Victoria revealed the following questions:

  • main terms of the concession agreement;

  • main ways of formulating the payment mechanism in PPP projects in the field of outdoor lighting;

  • a risk distribution matrix at the investment stage and the operational stage;

  • examples of PPP projects in the field of outdoor lighting.
