You & Partners Managing Partner Evgenia Zusman Takes Part in Meeting of the Working Group on Sports Infrastructure Development under the Russian State Council Commission

Evgenia Zusman delivered a presentation highlighting the key PPP trends for 2026 and put forward her recommendations for the further development of the PPP market.

Her key proposals included:

• Formalise “comfort letters” – adopt a bill that recognises comfort letters as official confirmation for the project initiator in the case of a private initiative (private concession initiative).

• Refrain from using the GIS “Electronic Budget” to monitor contingent liabilities.

• Allow the public party to withdraw from concluding an agreement (concession agreement or PPP agreement) during a private initiative process if the terms of the agreement do not comply with the budget constraints established for subsidised regions and municipalities.
