You & Partners managing partner participated in the strategy session "Private Investment in the Digital Economy" at the 7th Infrastructure Congress "Russian PPP Week" and a panel discussion on Smart Cities

On September 29, 2020 Evgenia Zusman, You & Partners managing partner participated in the XVII Infrastructure Congress "Russian PPP Week".

Every year the event gathers more than 1500 people, including representatives of federal and regional authorities, top managers of banks and investment and construction companies, financial and legal advisors, leading Russian and foreign experts.

Evgenia spoke at the strategic session "Private Investments in the Digital Economy. Approaches to industry-specific projects", where she shared her practical experience on the specifics of structuring PPP projects in IT, based on You & Partners' experience in supporting projects in this area.

In her presentation, Evgenia covered the following problems: what issues are covered in concession and PPP agreements, when amendments to local legislation are required, whether the investor's property (RIA) can be used in the concession, what data can be used in the projects and some other issues.

At the end of the discussion, Evgenia noted that at the moment, lawyers with expertise in both data and PPP are needed to launch PPP projects in the IT sector.

Evgenia Zusman also took part in the panel discussion "Smart Cities: from Building Individual Infrastructure Facilities to Comprehensive Solutions".

The participants of the discussion discussed the following issues:

  • what measures will help to multiply investment in urban digitalisation?;
  • solutions and approaches to implementing Smart City projects that have proven successful in the constituent entities of the Russian Federation;
  • methodology for assessing the progress and effectiveness of urban digital transformation in the Russian Federation (city IQ);
  • PPP in IT on the municipal level, plurality of persons on the side of the public partner, several IT objects in one agreement and other legal restrictions requiring discussion.
