You & Partners’ partner, Evgenia Zusman, took part in the interregional meeting "Digital Development Leaders"

16.10.2019 From October 14 to 16, Sochi hosted an interregional meeting "Digital Development Leaders" organized by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the Analytical Center under the Government of the Russian Federation, and the Government of the Krasnodar Krai. During the meeting, representatives of federal and regional departments discussed the implementation of the national project "Digital Economy of the Russian Federation", including the issues of attracting extra-budgetary funding using PPP tools.

Partner of You & Partners, Evgenia Zusman, moderated a master class "Investments and PPP in IT", and also made a presentation on "Typical issues in structuring PPP projects in IT". Based on her experience in supporting PPP projects, Evgenia provided recommendations on structuring concession agreements or PPP agreements, spoke about the key issues for the participants in the negotiations on a PPP project, possible negotiating positions of the parties. Evgenia drew attention to the fact that during any negotiations there are flexible positions and those on which each of the participants will stand firmly. The key issues for all categories of negotiators are: guarantees of fulfillment of obligations of the parties, legal purity and stability of the transaction, return on investment and profitability of the concessionaire / private partner's investments, availability of budgetary co-financing.
